Unless a special permit has been granted by the Paris Police Prefecture, drone filming is strictly prohibited in Paris. If a permit is obtained, a request for drone filming must be submitted to Paris Film via the AGATE platform.
Exemption from the Police Prefecture
Requests to film using drones in public spaces in Paris may only be submitted by professional companies authorized by the Directorate General of Civil Aviation (DGAC). Requests must be submitted with at least 10 business days’ notice to: cc-pnovarg-fqp-oic-pvephy@vagrevrhe.tbhi.se[pp-cabinet-sdc-bvp-circul then interieur.gouv.fr after the @ sign].
Request for drone filming via AGATE
At the same time, a request for drone filming must be submitted to Paris Film via the AGATE platform, particularly because the areas to be flown over must be closed to pedestrian and vehicular traffic. The request must include:
- Prior notification of a flight in a populated area by an unmanned aircraft (CERFA 15476.02)
- The acknowledgment of receipt of the business activity declaration issued by the DGAC, or, failing that, the certificate of filing of the special activities manual
- A map showing: the takeoff area, the aircraft maneuvering area, the remote pilot, the safety zone around the maneuvering area, a scale, and a legend
- The aircraft's speed of climb
- The consent of site managers (private sites, public parks, stadiums, the Seine, canals, etc.), including sites within the security perimeter
Special case
If the flight involves flying over the Ourcq Canal outside Paris, the application must be submitted to the Prefecture of the relevant department.
