Paris Logement - Paris Housing

Who can benefit from the Paris Logement scheme (Paris housing)?

- For people aged 65 or over, or between 60 and 64 who are recognized as unfit for work.
- For people with disabilities, who can show proof of one of the following forms of disability:
- Allocation aux Adultes Handicapés,
- Allocation Compensatrice pour Tierce Personnes,
- Prestation de Compensation du Handicap ("human aid" component),
- Second and third group disability pension from the French Social Security system,
- Widow's or widower's invalidity pension,
- Occupational accident pension paid by the Social Security system for incapacity of at least 80%,
- Early pension awarded to civil servants and military personnel, if they are not allowed to remain in service,
- Life annuity paid by the Caisse des Dépôts et Consignations.

Warning, you are not eligible for Paris Logement if :
- You are living in a hospital or nursing home and your housing costs cannot be identified,
- You are living in a home for the elderly and are receiving social assistance,
- You are accommodated in a home for the elderly and covered by legal social assistance for accommodation and meals.

What do you need to know about Paris Logement?

This is monthly financial assistance, granted for 1 year, for single people or couples without children, or couples with one dependent child.
Applicants must be tenants and leaseholders of their principal residence, and must devote at least 30% of their income to the payment of housing costs, according to an effort rate (a specific calculation formula is available in the municipal by-laws).
The maximum amount is €84/month for a single person, €95/month for a couple without children, and €116/month for a couple with 1 dependent child.

Warning: This assistance cannot be combined with Paris Logement Familles and Paris Logement Familles Monoparentales. The amount of assistance may not exceed the remaining monthly housing costs. In the case of alternating custody, half the aid is paid to the applicant parent.

What are the qualifying conditions?
- Must live in Paris and have resided there for at least 3 of the last 5 years following the application date. For couples with a dependent child, this period is reduced to one year in the event of a professional transfer imposed by the employer.
- Be a legal resident in France (see list of supporting documents ),
- Have monthly income of less than or equal to : 1,400 € for single people and couples without children, or 1,600 € for couples with a dependent child.
- Resources taken into account are those of all persons living in the household, including lodgers.
- Have applied for housing benefit, and if refused, meet the legal conditions for housing and sanitation.
- Spend at least 30% of their income on housing costs.
Warning: For the calculation of the affordability ratio, the applicant's resources and those of the persons present in the household are deemed to be at least equal to those of the national minimum benefits (amount of the ASPA isolated at 1012.02€ and Amount of the ASPA couple at 1571.16€ on 01/01/2024 for senior citizens / amount of the AAH at 1016.05€ and amount of the ASPA couple at 1571.16€ for disabled persons).

Paris Logement Families

If you live with at least two dependent children, or one dependent disabled child.

This is monthly financial assistance, granted for 1 year, for Parisian families who are tenants, first-time buyers or homeowners, to help them meet their housing costs. The amount varies according to monthly declared household income and family composition:

- For a family with 2 children and a monthly income of €2,000 or less, the amount is €116/month.
- For a family with 3 or more children whose monthly income is less than or equal to €3,000, the amount is €128/month, plus €41/month for each additional child from the fourth onwards.
- For a family with 3 or more children whose monthly income is between €3001 and €5000, the amount is €84/month, plus €21/month per additional child from the fourth child onwards.
- For a family with less than 1 disabled child and a monthly income of €5000 or less, the amount is €128/month, plus €41/month per additional child from the fourth child onwards.

Warning: This assistance cannot be combined with Paris Logement and Paris Logement Familles Monoparentales. The amount of the assistance cannot exceed the remaining monthly housing costs. In the case of alternating custody, half the aid is paid to each parent.

- The applicant must be entitled to housing assistance from the CAF, and in the event of refusal must meet the legal conditions for housing and sanitation.

Paris Logement Single-parent families

If you live alone with at least one tax-dependent child.

This is a monthly financial aid, granted for 1 year, for single Parisian parents who are tenants, first-time buyers or homeowners, to help them meet their housing expenses. The amount varies according to the household's declared monthly income, regardless of the number of children in the household:

- For a monthly income of less than or equal to €1,400 as declared on the last tax return, the assistance will be €150/month.
- For a monthly income of between €1,400 and €1,600, as declared on the last tax assessment, assistance will be €128/month.

Warning: This assistance cannot be combined with Paris Logement and Paris Logement Familles. The amount of assistance cannot exceed the monthly housing costs. In the case of alternating custody, half the aid is paid to each parent.

- Live in Paris and have resided there for at least 3 of the last 5 years following the application date. In the event of a professional transfer imposed by the employer, this period is reduced to 1 year,
- Be a legal resident in France (see list of supporting documents ),

Paris Energy Families

This is an annual financial aid, granted for 1 year, paid directly to the energy supplier(s) under agreement with the Centre d'Action Sociale de la Ville de Paris, or to the applicant in the opposite case. The amount is set according to family composition and resources.
This assistance is granted if monthly resources do not exceed the ceilings available here.

Warning: This assistance cannot be combined with the preventive FSL Energie. In the event of alternating custody, half the grant is paid to each parent.

- Live in Paris and have resided there for at least 3 of the last 5 years following the date of application. In the event of a professional transfer imposed by the employer, this period is reduced to one year,
- Be legally resident in France (see list of supporting documents ),
- Show a utility bill in your name,
- Have dependent children within the meaning of the General Tax Code, living at home or returning regularly. Find out more about dependent children ,
- The disabled child must be fiscally dependent and receive the Allocation aux Adultes Handicapés or the Allocation d'Éducation de l'Enfant Handicapé. They must not be receiving Paris Solidarité or complément Santé Paris benefits, and must not receive any income from work,

Paris Solidarity Fund for Housing (F.S.L.)

What do I need to know about the Fond Solidarité Logement (Paris Solidarity Fund for Housing)?

The FSL is an aid scheme for individuals and families experiencing difficulties related to the occupation of a home (inability to meet installation expenses, rent, service and energy debts, need for social support, etc.).
Its aim is to help people settle into a new home or stay in their current accommodation, whether in the social or private rental sector.
The accommodation must be located in Paris.
The FSL intervenes on an ad hoc basis to deal with temporary difficulties.

Assistance is also available to support rental intermediation activities.

What financial assistance is available from the Paris FSL?

Who can benefit?
- Future tenants or sub-tenants: to deal with potential difficulties such as paying the security deposit or settling into the property.
- Tenants or sub-tenants: in the event of unpaid rent or service charges (including water for those with individual contracts), or assistance with home insurance.
- Co-owners: in the event of service charge debts.

In the event of eviction proceedings for unpaid rent or service charges, regardless of the amount of the debt, you can apply for FSL assistance at any time during the proceedings. You are also advised to attach the information sheet completed by your landlord, which can be downloaded below.

How do I apply?
You can submit your application on your own, or be assisted by a social worker from one of Paris's social services, or one of its social partners (CAF, landlords, associations, etc.).

The application file must be complete and must include :
- One of the completed forms, downloadable below, corresponding to your situation,
- The documents required to assess your situation, listed at the end of each form.

Requests for assistance are examined in the light of the difficulties presented, the resources which must enable you to pay your rent and service charges regularly and be below the ceilings indicated in appendix 1 of the FSL's internal regulations.

Under certain conditions, the FSL offers housing-related social support (ASLL) to individuals and families who are experiencing difficulties in occupying their home, either when they move in or once they have moved in, and in managing related expenses.
Applications for ASLL are made on the basis of an assessment by a social worker from any organization (landlords, associations, etc.), and can be requested at any time during the tenancy.

Examples of requests made to the Paris F.S.L. :

Kévin rents a two-room apartment for €800 per month and earns €1,500 monthly as a tradesman. After his divorce, he struggled significantly: he stopped opening his mail, couldn't work regularly, and his income dropped sharply, making it impossible to pay his rent. This led to rental debt, and his landlord began eviction proceedings.
When the eviction was scheduled, a friend suggested he seek help from the FSL. Kévin reached out to a social worker who had previously offered assistance, but he hadn't followed up at that time.
With the social worker's help, he applied for aid. The FSL agreed to cover his €4,300 rent debt, provided the landlord canceled the eviction and Kévin resumed regular rent payments. Reassured by the FSL's decision and Kévin's return to work, the landlord halted the eviction process.
Three months later, the FSL paid the aid to his landlord, clearing the rental debt, allowing Kévin to stay in his home.

Leïla receives the disabled adult allowance from the Caisse d'allocations familiales
Leïla receives a total of €987.70 per month from the disabled adult allowance provided by the Caisse d'allocations familiales (CAF) and the Paris Solidarité municipal allowance. She rents a studio apartment for €190 per month after the personalized housing allowance from the CAF is deducted.
After her mother's death, Leïla faced €2,000 in funeral expenses, which disrupted her budget. For four months, she was unable to pay her rent, accumulating a debt of €760. Her landlord's social worker reached out to discuss how she could settle this debt.
Her budget did not allow her to set up a payment plan. A request for assistance from the FSL was made.
The FSL agreed to take over the rental debt, and a €760 grant was paid to the landlord. As a result, Leïla is no longer in debt to the landlord.

Magali and Tan pay €950/month in rent. Both employed and receiving CAF benefits, their income amounts to €2,900/month.
The family has consumer credit debts, the monthly instalments of which put a strain on their budget and prevent regular rent payments. A rental debt of €13,300 has arisen, and eviction proceedings have been initiated by the landlord.
Accompanied by a social worker from the CAF, the family applied to the over-indebtedness commission to reduce the amount of their loan repayments - the only solution to rebalance the family budget - and submitted an application to the FSL.
The FSL agreed to cover the rental debt up to a maximum of €11,000.
The remaining €2,300 of debt not covered by the FSL is to be paid by the family, and is subject to a repayment schedule set by the debt commission, taking into account all the family's debts.
As a result, the landlord was able to suspend eviction proceedings following the family's resumption of rent payments.
The FSL was able to pay the €11,000 grant several months after the initial decision, due to the time required to process the various actions to be taken.

F.S.L. Curative Energy

As part of the City of Paris' Fonds de Solidarité pour le Logement scheme, this assistance is designed to prevent the energy supply from being cut off, and to facilitate debt repayment. It is awarded on the basis of the applicant's situation.

Assistance is paid directly to the energy supplier, who will deduct it from your outstanding bill.

Please note: the maximum amount of assistance available is €500, valid for one year.

- Regularly occupy a dwelling exclusively for residential use, whether as a tenant, sub-tenant, owner-occupier, lodger or resident of a home.
- Be the holder of the energy supply contract(s) (gas and/or electricity). The bill must be in the applicant's name.
- Be unable to pay for the supply of electricity and/or gas for your main home.
- The annual income of all persons living in the household on a principal basis is taken into account when considering entitlement. The total annual income is divided by a coefficient that increases with the number of people living in the household. The resulting figure must not exceed €16,800/year.

- Complete the application form (downloadable from this page or available from one of the Espaces parisiens des solidarités (ex Casvp) (ESP).
- Send the application form by e-mail or post without delay, together with all the required supporting documents, or drop them off at one of the Espaces parisiens des solidarités (formerly Casvp).

Please note: incomplete applications will not be accepted and will be returned to you so that you can complete them before submitting your application.

F.S.L. Preventive Energy

- People registered with Pôle Emploi,
- RSA recipients,
- Holders of a 1st category disability pension from the general Social Security system, or recipients of an industrial accident pension, or recipients of a COTOREP or CDAPH decision fixing a permanent disability rate of less than 80% and not granting an allowance to disabled adults,
- People who have been off work for at least 6 months and receiving compensation for this.

This assistance is intended for Parisians in difficulty to help them meet their electricity or gas bills. As part of the City of Paris' Fonds de Solidarité pour le Logement scheme, to help prevent difficulties in paying electricity or gas bills. It is awarded on the basis of the applicant's situation.

The flat-rate assistance available is €122 per year (€244 per year if the home is occupied by an elderly person over 65, a disabled person, a child under 3 years of age or if the home is heated by electricity or gas).

The assistance is paid directly to the energy supplier(s), who will deduct it from your bills. You must wait 12 months between each application.

Regularly occupy, on a principal basis, a dwelling used exclusively for residential purposes, whether as a tenant, sub-tenant, owner-occupier, lodger or hostel resident, and have difficulty ensuring payment of the electricity and gas bills for said dwelling.
- Be the holder of the energy supply contract(s) (gas and/or electricity). The bill must be in the applicant's name.
-The annual income of all persons living in the household on a principal basis is taken into account when considering entitlement. The total annual income is divided by a coefficient that increases with the number of people living in the household. The resulting figure must not exceed €7,800/year.

ATTENTION: This assistance cannot be combined with the Paris Energie Familles.

- Complete the application form (downloadable from this page or available from one of the Espaces parisiens des solidarités (formerly Casvp)).

- You have 1 month from the date your application form is received by your Espace parisien des solidarités to provide all the required supporting documents. If you fail to do so, you will receive notification of refusal of assistance.

Home Improvement Assistance (A.A.HAB.)

Who receives the AAHAB?

Owners or tenants who need to carry out improvement or adaptation work on the communal or private parts of their home, and who have one of the following disabilities:
- Allocation aux Adultes Handicapés,
- Allocation compensatrice pour tierce personne,
- Prestation de Compensation du Handicap ("Human Aid" component),
-^2nd and^3rd group disability pension from the French Social Security system,
- Widow's or widower's invalidity pension,
- Occupational accident pension paid by the Social Security system for incapacity of at least 80%,
- Early pension awarded to civil servants and military personnel, if they are not allowed to remain in service,
- Life annuity paid by the Caisse des Dépôts et Consignations.

Owners or tenants who need to carry out improvement work on the common or private areas of their home, and who can prove that they have one or more dependent children as defined by the Social Security Code, living in the family home or returning there regularly. Over the age of 20, the disabled child or children must be fiscally dependent, and live in the family home, or return there regularly. They must receive the Allocation aux Adultes Handicapés or the Allocation d'Éducation de l'Enfant Handicapé, but must not :
- receive Paris Solidarité or Complément Santé Paris benefits,
- receive a guaranteed income from work.

What do I need to know about AAHAB?

One-off financial assistance based on :

- The profile of the applicant (senior citizen, disabled person, family with dependent child(ren) or disabled child(ren), tenant or homeowner),
- The nature of the work to be carried out on common or private property,
- The ability of the applicant, social partners or other organizations to contribute,
- The cost of the work,

This aid is paid directly by SOLIHA (Solidaires pour l'habitat) Paris - Hauts de Seine - Val d'Oise, an organization to which the Solidarités department of the City of Paris has delegated the management of this scheme.
Payment of the subsidy is subject to work actually being carried out. If this is not the case, and unless the decision is revised during this period, the assistance is cancelled.

- Have occupied your home for at least 3 years at the time of application,
- Be a tenant or a property owner. If you are a homeowner, you must agree to remain in the property for 3 years after completion of the work,
-Have an income tax liability (line 14) less than or equal to €992 (if this line does not appear on your tax notice, the net tax to be recovered is used),
- Be legally resident in France (see list of supporting documents).

If the work involves adapting the home to the handicap(s) and/or ageing of the applicant or a dependant: - the requirement to have lived in the home for at least 3 years may be reduced by derogation,- the maximum amount of assistance granted may, by derogation, be higher than the ceilings shown below.

ATTENTION: You must submit your application before work begins on private property, and before completion of work on common property (we strongly advise you to submit your application as soon as the work has been voted on at the condominium meeting).

Since the adoption of the DALO law on March 5, 2007, the French government has guaranteed the right to housing. You can lodge an appeal with a mediation commission if you have applied for housing, but have not received a suitable offer, taking into account your needs and abilities. In certain cases, you can also lodge an appeal with the administrative court under the "Droit au Logement Opposable". This is a support scheme run by a MASP referent social worker, for people who receive social assistance and regularly have difficulty paying their rent and managing their budget. In the form of an action plan drawn up jointly by the MASP referent and the person being helped, depending on the difficulties encountered, this scheme provides assistance with social and professional integration.

Applications for MASP must be made to the Paris MASP commission, and can be requested either by a social worker or by the person themselves. If the request is accepted, an appointment is arranged to draw up and sign a social support contract.

In Paris, the associations APASO (for the center and the 5th, 6th, 7th, 12th, 13th, 14th, 15th and 20th arrondissements) and Œuvre Falret (for the 8th, 9th, 10th, 11th, 16th, 17th, 18th and 19th arrondissements) are in charge of this support measure.
