An adaptation roadmap to anticipate climate change in Paris  

In September 2015, the Council of Paris unanimously approved its Adaptation Roadmap in order to adapt to climate change and resources scarcity (water, energy, food…). This operational application of the Paris Climate and Energy Action Plan will help to better protect Parisians and to strengthen the resilience of the city.

Priorities of the parisian adaptation strategy

The Paris Adaptation Roadmap is mainstreamed to all the parisian public policies. It is applied in 35 actions around 4 main parts:

  1. Protect Parisians from extreme climate events
  2. Ensure the supply of water, food and energy
  3. Live with climate change: more sustainable city planning
  4. Foster new lifestyles and boost solidarity

Each of these parts contains several types of short term (2020) and long term (2050) action, from improving knowledge to the long-term development of the city, experimentation and raising awareness and mobilising stakeholders.

Examples of some of the actions:

  • Maintain and further develop the Heatwave plan to improve the service provided to Parisians in the case of an extreme event
  • Mist busy public spaces during heatwaves to cool off the city during peaks in temperature
  • Develop new drinking water fountains to enhance free access to water in public spaces 
  • Reach 25% of food products consumed in Paris being produced in Île-de-France in 2050
  • Reinforce the presence of water in urban developments
  • Open natural swimming sites to create more places for swimming in summer
  • Design parks that are “adapted to climate change” within the large greening programme in order to cool the city and mitigate urban heat island
  • Install passive cooling solutions in Paris’s buildings to improve summer thermal comfort
  • Include adapting to climate change in the PLU (local urbanism plan)
  • Adapt public facility opening and agent working times to weather events
  • Create a green fund for cities and local authorities to enhance international solidarity
